William Winn is an experienced CEO with an impressive track record in the commercial real estate industry. Since 2014, he has been at the helm of Starboard Realty Advisors, LLC and Starboard Management Services, LLC.

With 31 years of expertise, William has excelled in acquiring, managing, and developing a diverse range of properties, including multifamily, retail, office, and industrial spaces.

Notably, William spent 16 years at Passco Real Estate Enterprises Inc. and Passco Companies LLC, where he served as a senior partner and President. During this time, he oversaw the successful structuring, funding, and management of investments for over 5,000 investors, acquiring a staggering 9,000 multifamily units.

Furthermore, William’s leadership played a key role in Passco’s involvement with forty-six real estate programs from 1998 to 2005, raising over $426 million from more than 2,800 investors. These programs included a diverse portfolio of properties, such as shopping centers, industrial properties, and multi-family residential spaces.

Apart from his tenure at Passco, William served as the CEO of ValueRock Realty Partners, where he managed and operated a portfolio of 24 retail properties primarily located in southern California and Hawaii.

Prior to these roles, William honed his expertise as a Property Manager, Asset Manager, and Regional Manager at Charles Dunn Company. During his time there, he earned prestigious designations like Certified Property Manager and Certified ScrumMaster.

With a wealth of experience and a proven track record of success, William continues to drive Starboard Realty Advisors and Starboard Management Services to new heights in the commercial real estate investment landscape. 

Stephen Carlton is the Partner and Co-Founder of Starboard Realty Advisors, LLC, and Starboard Management Services, LLC. With two decades of industry experience under his belt, he is a driving force behind the company’s equity raising, strategic development, asset management, and development endeavors.

Throughout his career, Stephen has demonstrated an exceptional aptitude for managing and developing both retail and multifamily properties. Overseeing more than $1 billion in acquisitions and $400 million in equity offerings, he has consistently achieved remarkable results.

Before joining Starboard, Stephen held the position of head of Asset Management at Value Rock Partners. There, he spearheaded the acquisition, disposition, and successful execution of business plans for the entire property portfolio, contributing significantly to value-add properties.

Additionally, he served as an Asset Manager for the New England and Florida properties at The Wilder Companies, a prominent national retail real estate development, management, and leasing firm based in Boston. During his tenure, Stephen skillfully managed properties totaling approximately 1.6 million square feet and played a vital role in the acquisition of the esteemed “Flatley” portfolio for around $500 million. He was also instrumental in the ground-up development of three shopping and lifestyle centers in the Orlando, Florida area, partnering with Invesco.

Before his time at Wilder, Stephen served as a CAM analyst for Heritage Property Investment Trust (HPIT), a publicly traded REIT headquartered in Boston, Massachusetts. During this role, he was involved in the management of a $3.2 billion portfolio consisting of 157 neighborhood and community shopping centers spanning across 27 states.

With a proven history of accomplishments and an in-depth understanding of the real estate industry, Stephen continues to lead Starboard Realty Advisors and Starboard Management Services to new heights, making valuable contributions to their continued success.
